PARENT-CHILD MOBILE OUTREACH UNITS:

Parent and child mobile outreach units are an early intervention community service across the state of Hawaii. The program provides a non-threatening learning environment for children and parents through which screening and appropriate referrals can be made for meeting the health, nutrition, education, parenting skills, psychosocial and mental health needs of participating children and their families. TIFFE's mobile outreach program offers the following four service components.

  1. Keiki Play Morning: a parent-child interaction model
  2. Adult Time Out: a small group and one-on-one service to adults who live in transitional housing sites.
  3. ABC Nurturing Program: a model that presents parenting education within a self-development framework, addressing both personal and parent-role skills.
  4. Training and Consultation: concerning program development and homeless culture.

GOALS AND OBJECTIVES:

The goal of the program is to provide a community based early intervention learning environment for children birth to five years of age. The objectives are to:

  1. Create a non-threatening learning environment for children and parents.
  2. Assess individual family needs and link to appropriate services.
  3. Provide services to families who live in homeless transitional housing and isolated communities
  4. Provide information on growth and development of children.
  5. Provide linkage between families and site cases management to facilitate effective communication.
  6. Offer parenting sessions to increase family skills.
  7. Develop a network system in each community where accessible agencies will be introduced to help meet the needs of attending families.
  8. Provide training and support for site case managers and support staff.

The goals and objectives of the program are kept general so the facilitators have the option to mold the program around each of the attending families of the diverse sites.
